In my case, I select Honor 9 Lite, which is connected with my mobile wifi.
On this page scroll down and you will get set as metered connection, if the setting turn OFF then you have to turn it ON

#2. Turning OFF Background Apps
In this method, we turn OFF all Application which is Background Apps.
First, go to the Setting menu, and in setting select the Privacy menu.
After this, choose the Background apps option, on the left side of the Privacy menu.
In this stage select those applications you want to use, and turn it OFF those you don’t want (Unnecessarily Apps).
#3. Disable Microsoft One Drive
One drive keeps all necessary or private information online securely.
If you don’t require any of the One drive services, then you must Disable the service. Otherwise, it will eat your all Internet.
Open your task manager (Ctrl+Alt+Delete) it will take you to the task manager
In the second step, click on startup it will take you next page
